You can replace the "-HOME" part with any other directory in your PC.
I don't have any Windows installation, I tried on a PC with Ubuntu but it doesn't work.
Maybe I will try to install the USB loader and update ul.cfg manually.

I tried to install on Ubuntu 18.04.02 LTS.
I downloaded the ISO and installed it on a USB using the following tool:
W32DiskImager (GUI)
Then I tried the latest two versions of ps2-home. The first, (2.2.1), doesn't work. I get a CMD shell on boot and it doesn't find ps2.cfg. When I try the second, (2.3.1), it doesn't show the second configuration screen after boot. It just tries to load up the menu.cfg.
So I unplugged the USB, rebooted the PC and tried again.
Also, I tried several times with different discs, USB drives and versions of ps2-home.
